This is tentatively planned for the future.

make the background of a gui text box a different color

Currently, text controls use the background of their window. So you could do "Gui, Color, Yellow" to make the entire window background yellow.

If you need a custom background color, use a picture control as a background for the text control by adding BackgroundTrans to the text control's options.

Has there been any update to this? I was trying for the life of me to change the text color of a button with no success. Then I figured I would do a little searching to see if this is a bug.

There is currently no way to do it but it is planned. As a guess, I'd say at least a month before it happens, mainly because there are quite a few higher priority tasks ahead of it.

As a workaround, you could make an image of a button and display that in a picture control. The picture can be given a g-label, which allows clicks to be detected as though it were a button.

is there currently a way to change a form's colour while a script is running without reloading the script?

Yes, "Gui Color" works before or after the window is created. Two examples:
Gui, Color, Silver
Gui, Color, CCCCAA
