Maybe its the (like many times buggy) Iconcache in Windows

%localappdata% => IconCache.db

.cmd/.bat script to delete IconCach.db

@echo off
taskkill /f /IM explorer.exe
cd /d %localappdata%
del IconCache.db /a
start explorer.exe
