How to bind the mouse wheel to [keystroke] ?

A game I play (RIFT) doesn't support mouse scrolling (up and down) to abilities; It currently functions only as a zoom. I was wondering if there is any way to bind [scroll up] and [scroll down] to keystrokes that the game would recognize? And if so would I still be able to use Ctrl and Shift as modifiers to said keystrokes?

Any help would be greatly appreciated.

This would be 1 (rather clumsy) way to do it:
wheelup::send, X ;no modifiers
wheeldown::send, X

+wheelup::send, {blind}X ;Shift
+wheeldown::send, {blind}X

^wheelup::send, {blind}X ;Ctrl
^wheeldown::send, {blind}X

Just replace X with the desired keys.

This worked perfectly, certainly a dream come true. Nothing like having 8 new keybinds at your fingertips. Appreciate it a ton ;)
