I used to use PCMag's one, in times where their utilities were free, but now you have to subscribe to get them.

That's indeed IconEdit32.
I just tried to download it, to see if they changed their policy, I get this:

I just stumbled upon another icon editor: IconLab
They have some other nice free software too (a game of Lemmings, anyone?)

I added the link to slomz post.

I remember that I was once searching for an icon tool, but most of the nice looking tools that were free tried to install an advertising window that would pop up each time you start the program or the internet explorer. So please be careful when instaling (the installer is asking you if you agree to it).

Thank you toralf. I suppose it is easy to google, but direct links are more friendly.
Like you said, I am always cautious when I see "Free Download", which doesn't mean necessarily that the software is free to use...
And I dislike when such "detail" isn't mentioned on the Web site and seen only on install, or worse only on first run...
