I've been using WinMove to move a window to a specific position. For example, the following code moves Firefox to lower left corner in full HD display.

WinActivate, ahk_class MozillaWindowClass
WinGetActiveTitle, Title
WinMove, %Title%,, 15, 295, 1070, 745

But the same code doesn't seem to work for "Device Manager" (Control Panel -> Device Manager).

WinActivate, ahk_class MMCMainFrame
WinGetActiveTitle, Title
WinMove, %Title%,, 140, 35, 350, 850

Device Manager window is brought up to the front, but that is about it; WinMove doesn't do anything. I'd appreciate any suggestions.

You have to Run AHk with admin privileges.
