2 buttons for 1 keybind in a game

Hellooo, i am trying to bind two buttons to one to work with a foot pedal, i tried ":*:0::90" to get 9 and 0 to work together, which they do but it still doesnt allow me in game, should i try something else? i know its possible just dont know how :/ thanks for your help in advance!
