Long pressing PgUp or PgDn key for WheelUp and WheelDown function.

Code above ends with PgDn after long press. It makes it diffcult for scrolling to stop where I want it. Please help... thanks

There is no such key as {Wheelup up}. Mouse wheel is unique in that there is no such thing as a release event for wheel.
Think about it, you cannot "Hold" the wheel in the up or down direction (Pressing the wheel in is different, that is middle mouse button, not the wheel), it rotates endlessly.
Rotating the wheel continuously in the same direction does not "Hold" the wheel, it just generates numerous "Press" events.
