The following hot key works
RAlt::b
If I mosidy it to the following then it does not work
RAlt & a::b
What am I doing wrong?

"Alt Gr" is NOT the same as "Right Alt". You need to use this as a prefix for Alt Gr: <^>!
eg <^>!a::b

if RAlt::b works you probably have no "Alt Gr"-key.
RAlt::b is not a Hotkey but a Remap: https://autohotkey.com/docs/misc/Remap.htm
