Menu Navigation

Hi, I dont even know where to start so I came here to ask a few questions about menu navigation in games that only offer mouse navigation as the only menu navigation tool.

I will work with examples.
First of all, I want to try to write a script to navigate menus in the game Rim World via gamepad. So for example. There are 5 Buttons in the main menu (start new game, load game, options etc.) If I press joystick up, I want the mouse to jump one menu up and vice versa until the last menu button is reached. I want to do this for all menus available in the game, hwo would I go about doing so?
