Controlsend to a background program's toolbar

I am using Sendmessage in similar way to activate a toolbar

SendMessage, 0x1330, 3, 1, SysTabControl321, Sierra ;TCM_SETCURFOCUS = 0x1330

But now I want to activate the toolbar, in the background whilst working in a different program, and send a command of ^!x

I can use Controlsend successfully with ahk class, but I am failing to get it working with a sub-window.
