Make a single (Blue) color transparent for some portion of window only

Hello All,

We have a software with blue color background. I am able to make blue color transparent but I want to make blue color transparent for some portion of window only. In other words, I want to make blue color transparent for the bottom portion of the window but the same blue color should not be transparent for the top portion of the window. Please advise.
