Internet Explorer: scrolling gets 'stuck' PgUp/PgDn Up/Down

Sometimes PgUp/PgDn or Up/Down to scroll a webpage stops working. But things like changing the zoom or window size can fix it. It doesn't seem to be an issue with what the active element is. Home/End don't seem to be affected. In case anyone can suggest what the problem might be. Thanks.
