OneNote, new instance of specific page

I'd like to one a new instance of OneNote (on Windows 10) and open it to a specific page.

Run OneNote

runs a new instance, and

Run C:\Path\OneNote.Exe /parameter "link"

opens the page I'm after, but if OneNote is already running, opens in the same instance. How do I merge the two and open my link in a new instance of OneNote?
