App flashing

I have a batch file I'd like to run when an app starts to flash. It used to pop up with a traytip, but I think the application itself has stopped working that way, now it just flashes if it's not in view.

Is there a way to do something like this?

So is this not possible? Is there no way to detect an app is flashing in the background?
