I would like to click Ctrl twice to launch LAlt and Lshift together

Hi,

I would like to click LCtrl twice to launch the LCtrl+Lshift and then LAlt+LShift function.
This is basically to move the marker to the left and to switch to English text writing.
Nothing I did worked unfortunately.
