choosing a program to run a file under the cursor

at Windows Explorer I have the cursor over a file. What would it be the expression to run that file under a program
the path would be:
Run "C:\Program Files (x86)\FastStone Capture\FSCapture.exe"
in other words, I'm trying to set up a hotkey so I can open a file in a specific application as I'm hovering over it. (Note: NOT when I have the file selected, but when I'm just hovering my mouse over the file.) My aim is to quickly open images in FastStone as I'm browsing through my folders,
