Latin to Cyrillic

My OS is in a language written in Cyrllic. Considering I'm planning to use my mouse as little as possible, I need to use keyboard accelerators to navigate context menus, application menus and such. The problem is, my default keyboard layout and the one that I use the most is English, and constantly switching to Cyrillic for menu navigation (Alt + Shift even closes the context menu) and back to English is tiresome. And no, I don't want to change my display language. So I was wondering, is it possible to create a script that would interpret English keypresses as their Cyrillic counterparts?
