Detect if windows settled after boot?

Does anyone have any libs / code that would help detect when windows has largely finished the startup process?

The only lead (apart, obviously from long timers) that I have is to have a service that is set to Automatic (Delayed Start).

What I would want is some system where a script that I want to run on boot can wait until the system has settled down some before trying to automate outlook.

Monitor the CPU, I/O. (I don't know how...)
Set event trriger in EventViewer, or scheduled task, which I use to organize startup process.

I think Delayed Start Service just delays for a few seconds in a period after other services on system boot or user login, could see its process in EventViewer.
