auto start cooling fan

hi all hope someone can help me if this can be done
i have an acer aspire v5 572pg laptop
it runs pretty hot and gets up to sometimes around 70 degrees
i bought a cooling pad that is usb powered
problem is it stays on even after i put the laptop into sleep or hibernate

what im wondering is could a script be written to turn on a particular usb port when the laptop gets to say 60 degrees on the program argus monitor and off when it goes below 53 degrees , starting and stopping the cooling pad automatically and prolonging its life , its also pretty loud

i runs at about 50 degrees with the cooling pad on
