Open item from webpage

Does anyone knows how to open let's say Excel file from Webpage, when that popup line on bottom of page appears:

I know that's possible to send Alt+Å in that case, but if the language is different, the combination must be different too. Plus it's hard to "know" when that popup appears.
Is it any other way to get and react for that type of popup'? Maybe DLL or some other method to make the file open?
