using FileSetTime with symbolic links

Is there any way to set the modified date/time of a symlink to a file using FileSetTime (or any other function for that matter)?

To be clear, I'm trying to change the date modified of the symbolic link itself - not the target file.

If this isn't possible, is there some way to set the date modified at the time a symbolic link is created for a file so that it matches the modification timestamp of the target file instead of being set to the current time?
