Read SQL database

Hi board! I need to create an "desktop alert" app that notifies the user of records in a SQL database (on the same network) from a SQL query. Basicly, my goal is to check every 20 seconds for any records from a SQL database table and display it. I know how to make a UI part, but how can I connect to the SQL query? Thanks!
