"Up" and "Down" problem with OneNote

Hello guys,

I'm trying to use "!a::down" with OneNote, but it's not working. It seems like only the native keyboard arrows can be used to move the insertion point up and down. I also tried !a::NumpadUp with no results.
Also tried with send, sendinput, sendevent but still not working.

Does anyone know why?
